With right program and type of card i am told it can work pretty good .. although i do not know if the result would be perfect. I do not own a tvcard or vidcard with tv-in. Its a (legal) way to get around encryption for which there are no decrypter for (in your particularly country). If is was possible to watch it normally then this approach would be illegal.
