                         THE "Q A R C"

Several reporters, including your two intrepid reporters, were
invited to the White House for a secret news announcement.

As you know,the President was a bit set back by the recent
problem with the Baseball strike and being rebuffed by the participants
as he and V.P Gore attempted to bring the two parties in the strike
closer to agreement. Simultaneously, he has been having a bit of a
problem with the nomination of a new Surgeon General because the man
has done too much general surgery. AND...the new budget has created
a bit of a stir because it increases the national debt by about
25% (1 trillion dollars) during the next 5+ years.

The President is really concerned that the people might get
depressed at the situations, and wanted something to cheer them up.
So, the White House staff looked for something that would cause the
public to rejoice. They began thinking about the FORMER Surgeon General's
comment, "we need SAFER guns, and SAFER bullets."

This led to the idea leading to the design of the fancy weapon
above. It is intended to save the Dept. of Defense great sums of
money. It is called the QARC cannon, now known as the "Quark" cannon
in the halls of the White House. QARC stands for "Quick Recovery
Ammo Cannon."

The principle is very simple. The soldiers can practice with their
artillery, and the ammo will return to the barrel of the cannon
for re-use. The savings in ammunition costs will be applied DIRECTLY
to the $200 Billion over budget projected in the Federal Budget each
year.

As you can imagine, the IMMENSITY of this announcement sent chills
up and down the spines of your two intrepid reporters.
