Hmm...why do you think UUencode/UUdecode are used on the Net ?

Yes...about two years ago alt.ascii-art was flooded with " Please 
turn off the colour " postings.

That was what prompted his royal highness to post his WARNING notice
regularly.

This newsgroup alt.ascii-art is totally free and unmoderated so 
anyone can post what ever they like...other users will react accordingly.
