I used to use Outlook Express myself .. I can be tweaked to send ASCII properly.
Details are in the alt.ascii-art FAQ.
Theese days however I have replaced Outlook Express with Mozilla Thunderbird , which dont need any 
tweaking and is in all aspects a better program.
