True but we should be careful not to blame the victim, and as you see 
below, we need to make it worthwhile for them to goto court and do 
something about it.

To avoid being misleading I can go into further detail, however there is 
no escaping that our system(s) is/are doing a horrible job of protecting 
women.

The issue for sexual assault against women, and this is the same in the 
UK (their rate is about 5% from stats a few years back), I imagine it is 
a similar problem in the states, is the following;

About 2.5% of those that go to court can expect a conviction (in 
Australia). At best 10% of those that accuse men of sexual assault are 
actually lying. This leaves at least 80% of offenders getting off. In 
return the woman has to go through a very unfriendly process, straight 
after being violated, and then in court has her entire sexual history 
brought into disrepute whereas the accused can of committed and been 
convicted of rape 5 times before, and this is *not* admissible.

Due to many such reasons only 20% of assaulted women will make it to 
court. Even if you only counted the 20% that made it to court the 
conviction rate in NSW, Australia is still only 2.5%!!!
