The issue for sexual assault against women, and this is the same in the UK (their rate is about 5% from stats a few years back), I imagine it is a similar problem in the states, is the following; About 2.5% of those that go to court can expect a conviction (in Australia). At best 10% of those that accuse men of sexual assault are actually lying. This leaves at least 80% of offenders getting off. In return the woman has to go through a very unfriendly process, straight after being violated, and then in court has her entire sexual history brought into disrepute whereas the accused can of committed and been convicted of rape 5 times before, and this is *not* admissible. etc etc probably heard all this before... Due to many such reasons only 20% of assaulted women will make it to court.
