No, it's just common courtesy; sometimes people aren't sure whether
their messages went through correctly, or can't see them in their
newsreader, so it's nice to quote at least a bit of their original
message when replying.

Also, it gives other readers a more clear idea of what you're talking
about. At least, I know it always helps me.

It is annoying, though, in my opinion, when people quote long messages
in their entirety and then respond with only a couple sentences of
their own. How bothersome. :*/
