I think llizard's got it right, but just for the purpose of showing it:

The grave accent " ` " (character #96) is allowed, as is the normal
apostrophe " ' " (character #39).  Sometimes the grave accent is called a
"back-tick" or "back-apostrophe" or something similar. 

The character you're using " � " (character #145) is one I've seen in some
IRC conversations as well, in places where an apostrophe " ' " goes.  Never
understood why though.

On my screen, " � " and " ' " are distinctly different characters (I'm using
a standard VT-100 font on a Commodore soft-80 display).  My guess is " � " 
is the character intended to be used to show the stressed syllables in words
in a dictionary definition, as in: 


ac-cent /ak� sent/ n. 1. To highlight or stress a character or syllable, as
in this definition.  2. To change the pronunciation of one or more
characters, words, or phrases, as used in foreign texts.
