It is a conversion from a GIF file using a GIF to ASCII converter 
program like GIFSCII. I did not do the conversion but looking at the 
left side of the bottom line of the picture suggests the author 
might have been  "HDFB<FLOYDXM" and there are some other letters at 
the right hand side which may mean something ( but not to me ).

Most often the converted picture is enhanced by diddling the 
characters in the picture to enhance the appearance. The conversion 
usually produces an ASCII image which leaves something to be desired 
in clarity and definition.

Not really. It is called diddling and diddles of other people's 
pictures are common although it is usual to acknowledge that a 
diddle has been done. In this case the GIF to ASCII conversion was 
done by "Sushil" whose name is attached to the picture.

The story is that Einstein was asked to pose for a photograph on his 
80th birthday and surprised the photographer by sticking his tongue 
out - the photographer took it and produced the now legendary picture.
