The 15000V was produced by a large power supply, which is quite heavy
(~500g - 1kg - even more???). It managed to lift just a few grams of
aluminium foil and balsa wood. For it to become self-sufficient (i.e. can
lift up its own power source), it will need to produce a lot more voltage (I
think lifting power is proportional to voltage). For it to produce more
voltage, it will need to be even heavier, which in turn will need more
voltage to lift, etc... etc... - and that's before it's started to lift any
cargo of any sort!
