I think the PBMPlus suite of graphic-mangling tools from Jef
Poskanzer (available on a UNIX or Linux system near you!) 
included one which would output ASCII.  I'm certain it included
various ones to read in sundry graphic formats.  So you could
go from GIF to PPM to ASCII.  The "resolution" of the output
files tended to be a little high...
