By 'ascii-programs' I assume you mean tools to create ascii-art.
The answer is, you can use anything you like! Most people just use their
favourite text editor, such as Vim, Emacs, or Notepad. If you want something
that helps you out a bit, the best around is JavE, at <http://www.jave.de>.
