how do you format names like this: "M���r�ty R3��r+" i know it's not l33t, which i find annoying. but i think this is pretty cool.

It depends. Most of these characters are not ASCII but Latin-1, an extended character set. If a Central European user (Latin-2) looked at your example, it would look more like "mdnordty retort" than "minority report", and in UTF-8 mode Mozilla renders it as "M???r?ty R3??r+". To find these characters you have to use a lookup program like xfd (X11), Character Map (MS Windows) or Key Caps (Mac OS, IIRC). If you have the right keyboard driver, it's no problem. Or if you have an Emacs, there you can use Control+X, 8 to create all characters from the latin1 charset. Or you use (in WIndows) the charcter Map (from the Accessories in Start menu) or type ugly Alt+0xxx codes... Or - in Linux - use the Compose key feature. But you should make your outlook express to add MIME headers for your postings, so that everybody arount the world knows that � should be an acute accent and not a Z with upside down ^ on it...
