The reason this has not been revealed before is that this is classified
invormation...let me explain:

This device was developed during the development of the "Clinton Health
Plan." It was becoming obvious to the 500 secret workers on the plan,
many of whom had direct interest in various aspects of health, that
the plan was more expensive than they thought.

Some of them turned in desperation to Mrs. Clinton for suggestions on
ways to cut expenses in other areas of the government to pay for the new
plan. She, in turn, called on Mr. Clinton for advise.

Of course we are all aware of President' Clinton's experience in warfare.
After considerable soul searching and head scratching, Mr. Clinton
remembered that a great deal of money could be diverted to health from
defense, if one could just eliminate expensive projects in defense.

This particular design is one he designed and presented to the Joint
Chiefs of staff. That is why, to this point, it has been unknown. It
is Classified.

Their request is that this be considered as a New battle ship for the
fleets. It would eliminate the need for larger ships...

The premise is very simple, really. Being a student of History, and having
studied Greek History whilst at Oxford, Mr. Clinton became aware of the
incredible novelty of the "Trojan Horse" as it was used at Troy in
actual combat.
     
The principle was really very obvious. The concept would be perfect for
the navy. This would be a Trojan Ship, rather than horse. Designed as
a Giant Swan, it could slip unnoticed into harbours and unleash small
tactical ships to attack the enemy right in his own harbours.

If it worked at Troy, it would be a "shoe-in" in enemy harbours. It would
have been the PERFECT way to enter Haiti the FIRST try. The thugs at
the docks in Port-au-Prince would have been hard pressed to scare off
such an innocuous thing as a Swan without looking like very NASTY people.

When it is finished, it will be christened the USS Swan Song.
