VOTING: rec.arts.ascii ( MODERATED )

The first CFV ( Call For Votes ) has just been issued for the
proposed newsgroup :
rec.arts.ascii ( MODERATED )
It is essential to be very clear on _exactly what_ you are being
asked to vote for.
You are _NOT_ simply being asked to vote for ascii-art to be moved
into the Internet mainstream newsgroups.
At present ascii-art is being carried by the newsgroup alt.ascii-art
which is free and open, _not_ a moderated group. Some postings are
also being made in the newsgroup alt.binaries.pictures.ascii.
What you _ARE_ being asked to vote for is a new MODERATED mainstream
newsgroup, rec.arts.ascii ( moderated ). ^^^^^^^^^
EFFECT on the future of ASCII-ART
Once created, there is no official way to remove either this
Moderated mainstream newsgroup, or its Moderators - either the
original moderators or their future replacements.
This extract from Ron Dippold's monthly posting entitled
"Usenet Newsgroup Creation Companion" needs careful thought:

> A: There is _no_ official way to get rid of a moderator
> without their consent! Even if they turn out to be a bum
> who never does anything, you can't replace them.
If you favour moderation of ascii-art and decide to vote for
rec.arts.ascii (MODERATED) please realise that it will then be very
difficult to establish later an _unmoderated_ mainstream newsgroup
for ascii-art if a mainstream _moderated_ group is created.
EFFECT on the EXISTING newsgroup ALT.ASCII-ART
The establishment of a MODERATED mainstream group for ascii-art will
inevitably have an effect on the present newsgroup ALT.ASCII-ART
which has already had phenomenal success as a new newsgroup.
All material rejected from the new MODERATED group and all
dissatisfactions with that MODERATED group will inevitably get
dumped into ALT.ASCII-ART, to the existing newsgroup's detriment.
Also, a _mainstream_ group, either moderated _or_ unmoderated, has no
provision for all the ascii-art postings which require a binary
format, like vt animations containing escape codes; executable
programs; ansi pictures and animations; and large files and
collections which call for compression and archive format - which
changes them to binary files.
All this material will again have to be "dumped" somewhere in the alt.
hierarchy. It will not be acceptable in the mainstream group.
STATUS of the newsgroup ALT.ASCII-ART
In just a few months, since its first appearance in September 1993,
the existing newsgroup, ALT.ASCII-ART, has achieved a Site
propagation level of 44% and an estimated current readership of
84,000. It has a high signal-to-noise ratio and it is growing
rapidly. It is a free, open and unmoderated newsgroup.
Unfortunately not all users of ALT.ASCII-ART are content with the
existing newsgroup and wish to have ASCII-ART moderated to exclude
postings they prefer not to see. These users are the proponents for
the new newsgroup rec.arts.ascii ( MODERATED ).
THINK CAREFULLY BEFORE YOU VOTE !
The estimated 84,000 readers of the newsgroup alt.ascii-art ( and
others who intend to vote ) should think very carefully about
which way they should vote on this proposal for a MODERATED newsgroup.
The proponents of the new group have announced, in the CFV, that
they will be seeking votes from the Figlet Mailing List:
CFV> After this CFV appears on news.announce.newgroups, it will
CFV> be sent to the Figlet mailing list maintained by Ian Chai,
CFV> and to Bob Allison's list of users and fans of ASCII art.
This is a legitimate tactic to gain votes from users with a vested
interest in having unwanted material excluded from the newsgroup
before they receive news. The ultimate danger is that these mailing
list users will exert undue influence on Moderators of a moderated
newsgroup to exclude certain postings sent to the newsgroup.

Just Replying should work if you are not reading this on a mailing list.
Your mail message should contain one of the following statements:
I vote YES on rec.arts.ascii
I vote NO on rec.arts.ascii
You may also ABSTAIN in place of YES/NO - this will not affect the
outcome. Anything else may be rejected by the automatic vote
counting program. The votetaker will respond to your received
ballots with a personal acknowledgement by mail - if you do not
receive one within several days, try again. It's your
responsibility to make sure your vote is registered correctly.
One vote counted per person, no more than one per account. Addresses
and votes of all voters will be published in the final voting
results list. Votes from system accounts and anonymous votes cannot
be accepted.
Votes must be received by 23:59:59 UTC, 30 May 1994.
